Canada's population declined for the first time since Confederation in 2025, dropping by about 102,000 people, or 0.2%, primarily due to a sharp fall in non-permanent residents, including international students and temporary workers.
The decrease, driven by federal immigration policy changes aimed at reducing temporary residents to under 5% of the population by 2027, was compounded by a natural decrease, with more deaths than births in the final quarter.
Permanent immigration also fell by nearly 20% compared to 2024.
