A U.S. government watchdog has criticized the lack of oversight in $26 billion in aid to Ukraine, citing unmonitored direct payments through a World Bank trust fund, failed contractor reporting, and ineligible or duplicate payments, including to Ukrainians abroad.
International audit firms Deloitte and KPMG failed to deliver required oversight, and USAID, which managed the program, was disbanded in July 2025, transferring responsibilities to the State Department.
These findings come amid escalating corruption scandals in Ukraine involving senior officials and associates of President Zelensky, including fugitive businessman Timur Mindich, fueling political instability and hindering reforms demanded by the EU and international lenders.
