New Zealand expands redress for abuse survivors in mental health care from 1993–2022, known as "Charlotte’s Change," but advocates push for full implementation.
New Zealand has expanded its redress scheme for abuse survivors in state care to include those abused in mental health facilities from 1993 to 2022, following advocacy by survivor Charlotte.
The change, dubbed "Charlotte’s Change," extends the deadline for claims and ensures Health NZ will handle cases from July 1, 2022.
While welcomed, advocates stress the government has only accepted seven of 207 recommendations from the Abuse in Care Royal Commission and implemented just three.
Survivors continue calling for full implementation, including financial compensation aligned with the estimated $857,000 lifetime cost of abuse in care.
The amended bill, reported back on March 13, 2026, moves forward through Parliament.
