Ricardo Berron, a 46-year-old former San Diego TV journalist, was arrested on March 10 at San Diego International Airport and charged in connection with two shootings on Palomar Mountain in October and February.
Authorities say he allegedly targeted Hispanic men, questioning their ethnicity before opening fire.
In the October incident, a man was shot in the arm and window of his car but survived.
In the February attack, a bullet passed through a vehicle window, narrowly missing the occupant.
A 9mm handgun believed used in the attacks was found at Berron’s home.
