The incident occurred amid a courtroom dispute over a witness subpoena, during which Yake became confrontational, interrupted the lawyer, and threatened contempt charges.
The board concluded the action, though brief, undermined public trust in the justice system.
Yake later apologized, calling it a "grave error," and accepted responsibility.
The recommendation now awaits formal approval by the Judicial Council.
