U.S. sanctions Afghan brothers and associates over alleged role in smuggling Russian weapons and stolen Ukrainian grain to Houthi rebels.
In April 2025, the U.S. Treasury sanctioned Afghan brothers Sohrab and Ushang Gayrat and their studio Sky Frame, alleging they helped Houthi rebels in Yemen obtain Russian weapons and ship stolen Ukrainian grain.
The brothers, sons of a former Afghan diplomat in Moscow, are linked to Arash Doroudi, an Iranian national and owner of Safir Animation, who produced children’s cartoons in Russia and is accused by Russia’s FSB of attempting to export military gyroscopes and advising an Iranian presidential-linked entity.
The network is tied to Saeed al-Jamal, a top Houthi official in Iran, and allegedly funneled funds to Iran’s Quds Force and Hezbollah.
The Gayrat brothers and Doroudi have not responded to the allegations.
