Ontario is proposing to let single drivers use HOV lanes during off-peak hours to reduce congestion and improve traffic flow, based on data showing most highway vehicles are driven alone.
The change, part of a broader transportation modernization effort, would apply outside peak commute times and is expected by late 2026.
Existing rules during peak hours and restrictions for large or non-compliant vehicles will remain.
