The legislation increases penalties, with up to seven years in prison for aggravated cases and five years for inciting violence based on protected attributes.
The reforms, prompted by an ABC investigation revealing videos of coordinated attacks, aim to strengthen prosecution of hate-motivated crimes and send a clear message that such violence will not be tolerated.
The move follows a 2024 government apology for historical hate crimes and past convictions under repealed anti-homosexuality laws.
