Moscow implements flood plan after Paradise Creek's record 11.54-foot crest in March 2026.
Moscow has adopted a flood mitigation plan for Paradise Creek after its highest recorded crest of 11.54 feet in March 2026, with five of the six highest crests in the creek’s 47-year history occurring in the past decade.
The plan divides the 19-mile creek into 15 segments for targeted maintenance, including debris removal, culvert inspections, and nonlethal beaver management, and estimates costs up to $5 million.
The City Council approved the plan unanimously but has not yet allocated funding, with annual reviews planned.
Outreach efforts will engage residents, and the city also approved a new emergency notification system with Latah County to automatically alert residents during emergencies.
