Business owner Melanie Hodges criticized the city’s planning and execution, saying the project failed to prevent damage and compounded financial strain after an eight-month reconstruction that reduced foot traffic.
Concerns have resurfaced about the project’s effectiveness, even though it was funded by utility and street budgets and local and federal grants.
