Adam Richardson, 40, of North Philadelphia, was arrested and charged with 16 felonies and five misdemeanors in connection with a four-year vehicle title-washing scheme involving at least $3.8 million in stolen luxury cars, including Ferraris, Mercedes-Benz, BMWs, and Cadillacs. Operating Richardson Family Enterprises LLC as an authorized PennDOT title issuer, Richardson allegedly issued fraudulent titles by submitting false information, enabling stolen vehicles to be resold with clean histories. Authorities say he profited from the scheme, known as the “tag guy” among criminals, and used fake registrations, insurance, and altered VINs. The investigation, prompted by links between stolen vehicles and his business, involved state police, PennDOT, and the Attorney General’s Insurance Fraud Section. Richardson, denied bail, faces prosecution in Central Pennsylvania. Efforts continue to identify perpetrators and return vehicles to rightful owners.
