India's ONOS scheme gave 5,800 public institutions free access to 13,000 journals, with 11.3 crore scholarly downloads in its first year.
India’s One Nation One Subscription (ONOS) scheme, launched January 1, 2025, provided over 11.3 crore downloads of scholarly articles in its first year, averaging one crore per month.
Managed by INFLIBNET Centre on the onos.gov.in portal, it consolidated 10 previous consortia into a single national system, expanding access from 8,000 to over 13,000 journals across nearly 5,800 government institutions.
IIT Madras led in usage with 40.3 lakh downloads, followed by IISc Bangalore and central universities.
Funded with nearly Rs 6,000 crore for 2025–2027, the scheme enables free access via IP authentication or institutional credentials, excluding private institutions, books, and databases.
Elsevier ScienceDirect accounted for 37% of downloads.
