Heavy rains caused multiple disruptions across Oregon and Washington, including a water main break near Portland’s Lloyd Center that flooded streets and affected nearby businesses, a landslide blocking I-5 northbound near Woodland, Washington, leading to traffic delays and a minor crash with no injuries, and flooding in Clatskanie that prompted evacuations from the Rivers Edge RV Park, damaging trailers and vehicles.
