Canada allows rural employers to temporarily raise foreign worker quotas from 10% to 15% to ease labor shortages.
The federal government has introduced temporary measures allowing rural employers in participating provinces and territories to increase the share of low-wage temporary foreign workers from 10% to 15% of their workforce, effective April 1, 2026, and lasting until March 31, 2027.
The change aims to address persistent labour shortages in agriculture, food processing, construction, and health care, where hiring Canadians has been difficult.
Employers must still prioritize Canadian workers and meet basic hiring and wage requirements.
The policy does not alter overall program caps, and provinces must request participation.
Additionally, Quebec has received a separate extension allowing skilled workers with permanent residence applications to retain work permits for up to 12 months while their applications are processed.
