Vermont’s attorney general has settled with United Counseling Service (UCS) for $483,464 over serious safety failures in its care of individuals with developmental disabilities, including unaddressed risks of sexual violence and crimes against children.
The state found UCS leadership ignored known risks despite staff awareness, leading to public safety concerns.
As part of the settlement, UCS must appoint an external monitor, hire a new quality director, and publicly report corrective actions for up to three years.
The state has terminated its contracts with UCS and is relocating patients to other providers.
