The decision, backed by the Business Competition Supervisory Commission (KPPU), found that the policy restricted payment options and harmed competition.
Google must now pay a 202.5-billion-rupiah (about $12 million) fine, allow developers to use alternative payment methods, and reduce service fees by at least 5% for one year.
The ruling is final.
