Wyoming enacts stricter child protection laws after mothers' advocacy following their children's stalking.
Wyoming Governor Mark Gordon signed two bills into law on March 5, 2026, strengthening child protection: HB 8 reclassifies adult stalking of minors as a felony, and HB 9 criminalizes child grooming with tiered penalties.
The laws were spurred by advocacy from Glenrock mothers Cathy Holman and Brandi Sorensen, whose children were stalked by a woman who received only a misdemeanor sentence.
HB 9 took effect immediately; HB 8 will take effect July 1.
While the families call the victory bittersweet, they credit public support for the bills’ passage and continue advocating for victims’ rights despite ongoing threats.
