The funds will support upgrades to storm overflows, reduce groundwater infiltration, and improve river quality in sensitive areas.
Ofwat called the breaches “serious and unacceptable” and emphasized the need for systemic change, part of a broader sector-wide probe that has now led to over £300 million in proposed enforcement actions.
Welsh Water accepted the findings, apologized, and launched a major transformation program.
A public consultation on the package ends April 2, and customers may face bill increases of up to 42% by 2029–30.
