A cyclist was given a suspended sentence for manslaughter after hitting an elderly veteran on a pavement, sparking calls for e-bike law reforms.
Clifford Cage, 50, received a 15-month suspended sentence for manslaughter after striking 91-year-old Army veteran Jim Blackwood on a pavement in Rochester on July 6, 2023.
Blackwood, who was taking out bins, died three months later from injuries sustained in the collision.
The case, believed to be the first in England where a cyclist was convicted of manslaughter in an e-bike incident, highlighted risks posed by e-bikes on pedestrian paths.
Cage, who rode on the pavement due to road dangers and obscured visibility, stayed at the scene, called emergency services, and expressed remorse.
Judge Julian Smith noted the illegality and danger of riding on pavements, while emphasizing Cage’s cooperation.
The verdict, hailed as a historic step by Blackwood’s daughter, has spurred calls for stricter e-bike regulations and updates to cycling laws, including potential penalties under the Crime and Policing Bill.
