Since March 2025, Congolese forces have abducted at least 17 people in Kinshasa, including opposition lawmakers, holding them without trial in secret sites linked to the unaccountable CNC.
Since March 2025, Congolese security forces have carried out numerous enforced disappearances in Kinshasa, with Human Rights Watch documenting 17 cases and receiving credible reports of more.
Victims, often arrested at night without warrants, were taken to secret locations including the Stade des Martyrs and private accommodations, and held by the National Cyber Defense Council (CNC), which operates without judicial oversight.
Detainees, including at least 12 opposition lawmakers, were interrogated on political grounds unrelated to cybercrime and told there was “no law in these rooms.” Five were charged with state security offenses or insulting the head of state, while eight were released and three remain detained.
The CNC denies having arrest powers but has been implicated in detentions.
Human Rights Watch urges the government to account for the missing and uphold legal rights.
