New Mexico has become the first U.S. state to implement a universal, no-cost child care program, with Governor Michelle Lujan Grisham signing Senate Bill 241 into law on March 10, 2026.
The program, funded by up to $700 million from the state’s $11 billion Early Childhood Trust Fund over five years, provides free child care to eligible families regardless of income, with co-pays only for higher-income households under economic stress.
It also includes zoning reforms to expand provider access and a $60 million wage enhancement plan for early childhood workers.
Over 42,000 children were enrolled in child care assistance by March 2026, with the state projecting up to 44,000 children served annually.
