Japan has approved a bill to significantly raise immigration fees, increasing the legal cap for residence status renewals from ¥10,000 to ¥100,000 and permanent residency applications from ¥10,000 to ¥300,000—marking the first major change since 1982.
The move, aimed at covering rising administrative costs and supporting services like language education, follows a record 4.13 million foreign residents by end-2025.
A new electronic travel authorization system, JESTA, will launch in 2028 or 2029 for visa-exempt travelers, generating revenue to offset public spending.
