Chan Heng Kee succeeds Leo Yip as Singapore’s Head of Civil Service on April 1, 2026.
Chan Heng Kee, 57, will become Singapore’s new Head of Civil Service on April 1, succeeding Leo Yip, 63, who is retiring after 43 years in public service.
Yip, who led the response to the COVID-19 pandemic and held top roles in the Prime Minister’s Office, national security, and economic development, will be succeeded by Chan, who has served in health, defence, and social development.
Chan will take on three top roles, including Permanent Secretary (National Security and Intelligence Coordination), while Joseph Leong, Chng Kai Fong, Lai Chung Han, Luke Goh, and Foo Chi Hsia will assume new or expanded leadership positions across key ministries.
All changes take effect April 1.
