Wisconsin enacts strict child grooming laws, expands missing child alerts, and boosts victim protections following a major investigation into teacher misconduct.
Wisconsin Governor Tony Evers signed six bipartisan bills into law, including a new felony crime for child grooming, which criminalizes behaviors intended to manipulate or seduce minors for sexual purposes.
The law, prompted by a Capital Times investigation into over 200 cases of alleged teacher misconduct, requires all schools to adopt communication policies by September 1, 2026, and mandates annual training on professional boundaries.
It removes consent as a defense, extends the statute of limitations for such offenses, and expands the Missing Child Alert program to include children as young as 10 and 11.
Additional measures include enhanced protections for underage victims of drug and alcohol offenses in sexual assault cases, updated expert witness rules, extended storage of sexual assault kits, and funding adjustments for emergency services in Oregon and Rutland.
Evers emphasized the state’s commitment to child safety and justice reform.
