Brian McQuillan, a 1991 attack survivor of William Beggs—a man linked to the "limbs in the loch" murders—has been denied inclusion in Scotland’s Victim Notification Scheme, despite Beggs’ upcoming parole eligibility.
McQuillan, who suffered lasting injuries and PTSD, was rejected because the scheme only covers close family of the most recent victim, and no legal exceptions apply.
Beggs, serving a life sentence for the 1999 murder of Barry Wallace and previously convicted for another murder overturned on appeal, has had multiple parole attempts denied.
McQuillan fears for his safety and advocates for reform to include past victims of repeat offenders, especially in serious cases.
While Scottish MSPs support his call, current rules prevent notification.
