The 65-page report, led by former police officer Eric Stuart, praised the city’s planning and interagency cooperation, calling the event a success and recommending shorter routes and stricter controls on flares.
The parade drew about 1.2 million people, the largest such gathering in recent UK history, and was the first in over 30 years.
A separate incident involving a vehicle attack on Water Street, which injured over 100 people, was not included in the review and remains under legal investigation.
