Andhra Pradesh is proposing a first-of-its-kind policy to combat a declining fertility rate of 1.5, below the replacement level of 2.1, by offering ₹25,000 at the time of delivery for each child beyond the first.
The initiative, part of a broader “Poshan–Shiksha–Suraksha” package, includes 12 months of maternity leave, two months of paternity leave, free education up to age 18 for third children, monthly nutrition support, and access to IVF services.
The government aims to stabilize population growth, improve child development, and boost workforce participation, with the policy set for public consultation and finalization by March 31, 2026, ahead of implementation in April.
