Officers responded to a fraud report, and Andrews, who had an outstanding warrant and a criminal history including drug charges, allegedly opened fire after inviting them into a room.
Tamang, a recent academy graduate and native of Nepal, died from his injuries; Reed survived surgery.
Andrews, a convicted felon prohibited from possessing firearms, faces multiple charges including malice murder and felony murder.
The case has drawn widespread tributes, and prosecutors have formally requested the death penalty.
