A federal judge has temporarily blocked Florida Governor Ron DeSantis’s 2025 executive order labeling CAIR and the Muslim Brotherhood as foreign terrorist organizations, ruling the move violates the First Amendment.
Judge Mark E. Walker stated the governor lacks authority to designate terrorist groups—a power reserved for the federal government—and warned the order amounted to unconstitutional political overreach.
The injunction halts enforcement of the order, which sought to cut state contracts, employment, and funding to the groups and their supporters.
CAIR, which opposes terrorism and advocates for Muslim rights, including free speech on Palestinian issues, filed the lawsuit, arguing the designation was politically motivated.
The case continues as the legal challenge proceeds.
