Texas expands its ban on gender transition care for minors to include social transitioning, threatening licenses and funding for mental health providers who assist.
Texas Attorney General Ken Paxton issued a legal opinion on March 2, 2026, expanding the state’s 2023 ban on gender transition procedures for minors to include mental health professionals who facilitate social transitioning, such as name or pronoun changes.
The opinion states such actions could result in license loss and denial of state reimbursement, calling them “radical facilitating” that violate SB 14.
It applies to therapists and counselors, even those without prescription authority, and bars public funds from supporting any provider involved in prohibited care.
The move aligns with a 2024 Texas Supreme Court ruling upholding the law.
