The Independence City Council voted 5-2 to approve a $651.5 million, 20-year tax abatement for Dutch tech company Nebius to build a massive AI data center on 400 acres near Little Blue Parkway and Highway 78.
The project, expected to generate 130 jobs and $463 million in payments to the school district, will be exempt from most property and sales taxes, with the city retaining legal title to the facility.
Despite over 60 residents speaking in opposition over concerns about environmental impact, utility strain, and long-term fiscal risk, the council passed the measure, citing economic benefits and infrastructure investment.
A resident-led group is pushing for a public referendum.
