Sweden’s Migration Agency warns that revoking permanent residency for about 118,700 people under a proposed law could take eight years, cost 3.6 billion kronor, and require 336 full-time staff annually.
The plan, part of a government inquiry, would convert permanent permits to temporary ones for most non-work permit holders and non-Swedish partners unless they apply for citizenship by December 31, 2026.
Citizenship applicants denied status would receive a five-year renewable temporary permit, while others without eligibility may face deportation.
Exceptions are allowed for "exceptional reasons."
The law’s future is uncertain due to disagreement within the ruling coalition, and its implementation, if approved, would begin January 1, 2027.
