Japan's foreign driver's license conversion test pass rates dropped sharply after stricter rules took effect in October 2025, with the written test pass rate falling to 42.8% from 92.5% in 2024 due to an increase in questions from 10 to 50 and a 90% correct answer requirement.
The driving skills test pass rate also declined to 13.1% from 30.4%, as evaluations became more rigorous, especially on pedestrian crosswalks and railway crossings.
The changes, aimed at improving road safety, followed criticism that the prior system was too lenient.
Foreign tourists and short-term visitors are no longer eligible to convert their licenses under the new rules.
