A former Norfolk Senior Center director, Cheryl Roeber, is accused of stealing thousands through unauthorized salary increases and personal use of a center credit card, according to a Nebraska state auditor report. The audit found she received nearly $154,000 in pay from 2023 to 2025 despite a total approved salary of about $120,000. She allegedly charged over $900 on the credit card for personal items and made 190 questionable purchases totaling $75,470, including gift cards and cleaning services, with no board approval or documentation. Roeber, 64, was charged with theft by deception exceeding $5,000 and is set to appear in court on March 3. The case highlights weak oversight in nonprofit management.
