New Zealand expands KiwiSaver rules to help rural workers buy homes, even if they don’t live in them.
New Zealand is amending its KiwiSaver scheme to allow rural workers—such as farm staff, teachers, police, and defence personnel—in employer-provided housing to use their savings for a first home purchase without needing to live in it.
The change, stemming from a Member’s Bill by MP Suze Redmayne and supported by Finance Minister Nicola Willis and others, also permits first-time farm buyers to use KiwiSaver funds when purchasing land through a company or trust they control, as long as it will be their principal residence.
The reforms aim to address longstanding inequities in rural homeownership access and reflect modern farm ownership practices.
Legislation is set to be introduced to Parliament later in 2026.
