Telangana plans to replace the GHMC Act with a new urban law to improve governance, roads, sanitation, and safety in Hyderabad’s three municipal corporations by May 2026.
On February 27, 2026, Telangana Chief Minister Revanth Reddy announced plans to replace the GHMC Act with a new Core Urban Act to streamline governance across three newly formed municipal corporations in Hyderabad—GHMC, Malkajgiri, and Cyberabad.
The reform includes transferring all core urban roads to the Municipal Administration and Urban Development Department, improving sanitation, enforcing strict penalties for illegal dumping, mandating CCTV in hotel kitchens, enhancing fire safety for high-rises, and creating a dashboard to monitor streetlights.
The changes are part of a 99-day initiative to boost urban infrastructure, road durability, and public services within the Outer Ring Road area.
