A new ribbon and bow manufacturing plant is opening in Columbia County, Pennsylvania, after Berwick Industries Incorporated invested $5 million to revive the former Berwick Offray facility, which closed in 2025.
The project, backed by over $3 million in state funding including a $2.8 million PIDA loan and grants for workforce training, will create 125 new jobs within three years.
The facility will produce consumer ribbon and bows for Workhorse Group Companies, a sister firm that supplies major retailers like Walmart, Target, and Costco.
Governor Josh Shapiro’s administration coordinated the effort, highlighting the public-private partnership as a key step in strengthening domestic manufacturing and regional economic growth.
