Maryland introduces Kanaiyah's Law to reform foster care after 16-year-old Kanaiyah Ward died from a Benadryl overdose in state care.
A bipartisan bill, Kanaiyah's Law, has been introduced in Maryland to reform the foster care system following the 2025 death of 16-year-old Kanaiyah Ward, who died from a Benadryl overdose while under state supervision in a hotel.
The legislation, sponsored by Del.
Mike Griffith, aims to ban the use of unlicensed facilities for foster children, mandate background checks for adults in guardianship homes, and create an ombudsman to investigate complaints.
It responds to repeated audit failures, including placements with sex offenders and inadequate medical care.
The bill is set for a hearing on February 26, 2026, and is supported by Ward’s mother and state leaders, including Senate President Bill Ferguson, who backs additional funding restrictions until improvements are made.
