President John Dramani Mahama announced in his 2026 State of the Nation Address that Ghana’s Tema Oil Refinery has resumed operations for the first time since 2018, following successful maintenance and regulatory approval. The government also repaid a $500 million World Bank guarantee and settled $500 million in gas debts, improving energy sector credibility. Renegotiated power contracts saved $250 million and restructured $1.1 billion in legacy debt. National electricity access reached 89.05% with 200 of 400 targeted communities electrified, and renewable energy expansion includes 250 MW of solar capacity and a new 200 MW project.
