James is also charged with attempted first-degree murder after allegedly firing at a Maryland state trooper during a traffic stop, with ballistic evidence linking the two incidents.
Surveillance footage, tips, and evidence including a tampered door and multiple wigs and masks found at locations tied to James helped lead to his arrest.
Fuller, a respected attorney and major donor, had no known enemies.
A bond hearing is scheduled, and officials are investigating the motive.
