Northern Ireland has the second-highest low-pay rate in the UK, with 17.3% of workers earning below the real living wage in 2025, down from 20.1% the previous year.
Hospitality has the highest low-pay rate at 72%, and wholesale and retail employ the most low-paid workers—62,000, up 7%.
Young workers aged 18–21 are disproportionately affected, with nearly 75% earning below the living wage.
