The Kuala Terengganu High Court dismissed a lawsuit over the 2024 shooting of stray dog Kopi by the Besut District Council, ruling the activists lacked legal standing and that civil claims against the government improperly sought to enforce criminal law.
The court upheld the council’s use of firearms under existing animal welfare laws and by-laws, found no vicarious liability for the state government, and rejected challenges to the legality of the by-laws.
The decision was issued on February 26, 2026.
