Florida passes bill requiring proof of citizenship for voter registration and adding citizenship to driver’s licenses.
The Florida House has passed HB 991, a Republican-backed election bill requiring stronger proof of U.S. citizenship for voter registration, including documents like birth certificates or passports, and eliminating student IDs, debit cards, and public assistance cards as valid photo IDs.
The measure also mandates citizenship status be added to driver’s licenses starting in 2027 and requires voters to sign a citizenship affirmation.
Passed 83–31, the bill aims to strengthen election integrity, but voting rights advocates warn it could disenfranchise seniors, low-income individuals, and marginalized communities due to documentation challenges.
The Senate is considering a similar version, and the two chambers must reconcile differences before a March 13 deadline.
