In February 2026, Taoiseach Micheál Martin delivered a formal, unequivocal apology in the Dáil to survivors of abuse in industrial and reformatory schools, acknowledging the lasting trauma caused by systemic failures.
Speaking to four survivors who had staged a hunger strike, Martin reaffirmed the 1999 apology as long overdue and outlined new government commitments, including dedicated health liaison officers, expanded counselling and physiotherapy access, and increased education grants under the 2025 Supports for Survivors Act.
The government also confirmed no criminal record exists for those detained in these institutions, with certificates available posthumously.
Work is underway to implement these measures, following mediation with survivors’ groups.
