The action follows allegations that Zelenyuk’s network acquired and sold at least eight stolen U.S. government cyber tools—zero-day exploits developed for national security use—through a former L3Harris employee, Australian national Peter Williams, who pleaded guilty to stealing trade secrets.
The tools were sold for millions in cryptocurrency, posing a significant national security threat.
The Treasury also sanctioned three entities, including a UAE-based affiliate, and five individuals linked to the operation, blocking their U.S. assets and prohibiting transactions with U.S. persons.
