Michael Egbert, a petition circulator in the trial of York notary Jacy Todd, testified he falsified signatures by using names from a phone book to meet quotas, delivered petitions to Herban Pulse without verifying IDs, and traveled to Iowa and Pennsylvania with family help.
He admitted only meeting Todd once, believing Todd was a woman, and said he was pressured by Christa Eggers.
Egbert, who has a neurological disorder, accepted a plea deal after being contacted by law enforcement.
Defense attorney Mark T. Porto challenged his credibility, citing memory inconsistencies and contradictions, while the state presented credit card records, flight data, and text messages.
