New Zealand proposes cash hubs to maintain access amid declining bank branches.
The Reserve Bank of New Zealand has launched a six-week public consultation on expanding cash access, proposing multi-bank cash hubs to ensure most people can reach free or low-cost cash services within a short walk or drive.
The plan, aimed at countering declining branch access, suggests one hub per 10,000 people, with urban sites within 3 km and rural sites up to 30 km away.
It estimates a $104 million annual cost to banks—minor compared to their over $10 billion in profits—and highlights $2.83 billion in annual societal benefits, including support for small businesses, privacy, and disaster resilience.
Over 80% of adults use cash occasionally, and 8% rely on it exclusively.
Feedback is due by April 10, 2026.
