Ghana’s opposition accuses the NDC government of breaking the constitution by overriding a parliamentary-approved funding formula for local governments.
Ghana’s Minority Chief Whip, Frank Annoh-Dompreh, has accused the NDC government of violating the constitution by issuing 2025 District Assemblies Common Fund (DACF) guidelines that override a parliamentary-approved, data-driven allocation formula.
He argued the guidelines, which impose fixed national spending percentages, undermine Parliament’s exclusive authority under Article 252 and risk stalling local development, delaying payments to contractors, and creating legal risks for district officials.
Annoh-Dompreh warned the executive’s actions weaken decentralization, breach the separation of powers, and erode public trust, calling for the guidelines to be withdrawn or revised to restore constitutional compliance and fiscal predictability.
