The groups argue the requirement violates international humanitarian law, endangers workers, undermines neutrality, and could enable intelligence gathering.
They warn the ban would severely disrupt life-saving aid, including over half of Gaza’s food assistance and all inpatient care for malnourished children, and claim enforcement has already begun with blocked access and supplies.
The petition seeks an emergency injunction, while Israel has not yet responded.
