Minnesota’s fight against decades-old fraud in state programs requires a long-term, coordinated overhaul, according to newly appointed Program Integrity Director Tim O’Malley, who released a 56-page roadmap on February 23, 2026.
O’Malley, a former FBI agent and judge, identified systemic weaknesses dating back to the 1970s, including poor accountability, inconsistent enforcement, and a culture prioritizing compassion over compliance.
His plan calls for nine reforms, including an independent watchdog, mandatory unannounced site visits, and stronger coordination across agencies.
While no evidence of widespread corruption or firings due to fraud was found, O’Malley stressed that long-standing safeguards were ignored despite repeated warnings.
He urged sustained legislative and executive action to protect public funds, emphasizing that fraud prevention must be embedded in state operations.
